Cesar Pereira is Chair of the CIArb Brazil Branch for the 2020-2022 term. He became a Fellow in 2013, after the first ARF held in Brazil, and he is proud to be part of the group that led the process to create a branch in Brazil and reinforce CIArb’s presence in South America. He is a partner at Justen, Pereira, Oliveira & Talamini, which he joined in 1990 as a student intern. He is based in São Paulo and responsible for the firm’s infrastructure and arbitration practices. His main area of academic expertise is administrative law, especially concessions, public-private partnerships and public procurement, and he often sits as arbitrator or acts as counsel, consultant or legal expert in litigation or arbitration or in transactions in these areas. He holds a doctorate degree from PUC-SP in administrative law and has been a visiting scholar at Columbia University (USA), European University Institute (Italy) and the University of Nottingham (UK). He has also a keen interest in international sales and contracts and is an active supporter of the Willem C. Vis and similar competitions. He has co-edited or authored works on the CISG and is a member of the Vis East Board of Directors. On a personal note, he is a marathon runner, shares his wife’s enthusiasm for contemporary art and has been an active scuba diver since his twenties.
